This SCO course consists of Modules 1,2 & 5.

Overview

The Safe Control of Operations (SCO) scheme ensures that individuals working on the gas network are trained to do so safely by understanding gas network procedures and correct perimetry.

All gas industry personnel involved in operational and/or minor works on the Gas Networks and certain types of Meter Installations including, but not strictly limited to those who are, or will become Named Competent Persons for either Permits to Work, Forms of Authority and, where appropriate, Routine Operations will benefit from this course.

Training is the same for both Authorising Engineers (AEs) and Competent Persons (CPs). However, Permit to Work is an exception where CPs and AEs have a slightly different assessment route which means that they have specifically identified registrations, e.g. Permit to Work (AE) and Permit to Work (CP). Trainers will ensure that individuals complete the assessment appropriate for their role.

SCO Assessments are multiple choice and structured so that there is an assessment per module. Individuals must successfully complete training and assessment for all 3 modules to pass the course.

The course content is detailed below and has been developed in consultation with the Gas Industry to provide a uniform approach to health, safety and environmental awareness training across the utilities sector, in line with Health and Safety Executive guidelines.

Module Information

Module 1 SCO Core:

  • The purpose, process, and main features of the revised SCO procedures.
  • Identifying the context and scope of SCO.
  • The types of safe systems within the risk hierarchy and risk-based approach to SCO.
  • Identifying the roles and responsibilities of specific individuals within SCO and the importance of communication.
  • The SCO procedures for deviations and emergency situations.
  • Identifying the requirements for records management, performance review and monitoring, audit, and review.
  • Identifying SCO competency requirements.
  • Identifying SCO EUSR registration requirements.

 

 

Module 2 SCO Permit to Work (PtW):

  • The purpose of a Permit to Work and when this type of control should be used.
  • Identifying the purpose and the requirements of a risk assessment. including those factors to be considered when undertaking a risk assessment.
  • Identifying analysing and applying the key information requirements of a PtW.
  • The relevant process, roles and responsibilities for personnel involved in the planning and execution of a PtW.
  • The relevant process, roles and responsibilities for personnel involved in the management of a PtW.

 

 

Module 5 Form of Authority (FoA):

  • The purpose of a Form of Authority and when this type of control should be used.
  • Identifying and analysing the key information requirements of an FoA.
  • The relevant process, roles and responsibilities for personnel involved in the preparation and management of an FoA.
  • Identifying specific FoA requirements for communication, handover, records management, attendance on site, conflict checking and dealing with deviations and emergencies.
